STRENGTHENING THE ROLE OF TEACHERS’ UNION (SBASHK) IN EDUCATION POLICY MAKING

The specific objective of this project was to strengthen the capacities of the United Union of Science and Culture Education (SBASHK), to increase participation in social dialogue, policy making and decision-making.

The project activities are gathered in three interrelated components in accordance with the respective expected results presented below:

Component 1: Improving the organizational capacities of SBASHK – with (a) organizing training workshops to train, mentor the SBASHK personnel, as well as providing support at work through mentoring and training; (b) by organizing study visits for the leadership of the SBASHK of two Trade and Education Trade Unions in the region (Slovenia and Macedonia) to gain better understanding of the functioning of trade unions in a new EU member state and a country that aims for membership; and (c) with the development of a medium-term strategy for SBASHK (2015-2019).

Component 2: Increase the membership base through the development and implementation of the communication plan and the introduction of new services – (a) the development of new websites and an interactive portal, including quarterly delivery of online newsletters; (b) the inclusion of new services for SBASHK members (legal services to facilitate SBASHK members’ access to teacher professional development programs); (c) the start of a new membership campaign.

Component 3: Participation of the SBASHK in social dialogue and policymaking – through (a) capacity building for social dialogue and policymaking; (b) the organization of a consultative forum with MEST and the Association of Kosovo Municipalities on issues of interest for membership; (c) Support and monitor the teacher licensing process.

The project had three expected results:

1. Increased SBASHK’s participation in social dialogue, policy making and decision making by improving the organizational capacity of SBASHK.

2. Increase the membership base by improving communication with members and introducing new services for members.

3. Strengthening the capacity of SBASHK to participate in social dialogue and policy-making through the provision of trainings and follow-up of expert advice.
